specified base point identifies the point that remains in the same position when
the selected objects will be scaled (so that they will be away from the base point).

Specifying different values for X and Y scaling factors it is possible to scale the objects in a non-uniform way, deforming them.
The scale factor multiplies the size of the selected objects by the specified value. A scaling factor bigger than 1 increases the size of the objects. A scaling factor between 0 and 1 decreases it. It is as well possible to drag the cursor, increasing or decreasing the size of the object.
