Command line: STRETCH
Select the objects to stretch, then press Enter to confirm or Esc to delete....:
Enter
WPOLYGON to define a polygon to be entered.
The
example shows a polygon used to select only a part of the image.

The final result:
STRETCH moves only the vertices and endpoints that lie inside the crossing selection, leaving the outside ones unchanged.
Specify base point or [Displacement] < Displacement>: Specify a base point or enter the displacement coordinates
Specify a second point
Specify displacement < last value>: Enter the displacement values for X,Y
If a second point is entered, the objects are stretched as much as the vector distance from the base point to the second point. If ENTER is pressed at the Specify Second Point of Displacement prompt, the first pointis treated as an X,Y displacement.
