How to rotate the snap angle and change its base point

1. Click on the Tools menu Snaps Snaps Manager. 
   
2. In the Grid Snap panel, tick Enable Grid snap. In the lower right area, enter a rotation angle in the Angle box .
3. If you want to set the base point in order to align snap locations, enter the X and Y coordinate values in the X base and Y base boxes. 
4. Click on OK.
