How to scale an object in a non-uniform way  

1. Click on the menu Modify Anisotropic scale
2. Select the object to be scaled.
3. Specify the base point
4. Enter the scaling factor relative to the X axis or click to specify a new scale.
5. Enter the scaling factor relative to the Y axis or click to specify a new scale.
