It is possible to prevent objects on specified layers from being selected and modified by locking those layers.

Normally, the layers are locked to prevent the accidental editing of particular objects. Some operations are anyway still possible when a layer is locked. For example, it is possible to make a locked layer current and add objects to it. It is also possible to use object snaps to specify some points on objects.
