How to prevent selection for a layer 

1. On the Layers toolbar, click the Layers Manager button.
2. In the Layers  Manager dialog window, click on the Select icon to select the layers to be unselectable.
3. Click on OK.

   If the Select icon is crossed, The layers is unselectable and the objects on it can not be selected
